Jon Bernstein The founder and president of BSG, Jon has been working on education, education technology and telecommunications issues since 1995. Jon is an expert on issues related to the E-Rate program and federal education appropriations. Additionally, he has extensive experience with the No Child Left Behind Act and blocking and filtering legislation such as the Deleting Online Predators Act. Currently, Jon serves on the Board of Directors for the National Coalition for Technology in Education and Training. Prior to launching the Bernstein Strategy Group in 2005, Jon served as Vice President at Leslie Harris & Associates, where he worked on issues related to the E-Rate program, the reauthorization of the Elementary and Secondary Education Act, and appropriations. Additionally, Jon served as co-chair of EdLiNC, an organization focused on preserving and protecting the E-Rate program, which is comprised of all of the major public and private education associations and the American Library Association. Before joining Leslie Harris & Associates, Jon served as an Attorney Advisor with the Federal Communications Commission (FCC), working on common carrier issues for the Accounting Policy Division and, later, for the Office of Legislative and Intergovernmental Affairs. Prior to joining the FCC, Jon lobbied for the National Education Association (NEA) on a variety of issues, including education technology, the E-Rate, Internet filtering, school safety and copyright. He also served a stint as Interim Manager of NEA's Federal Relations Division. Jon's lobbying career began with The Lightspan Partnership, an educational software provider. In that position, he worked on federal education authorization and appropriations issues and collaborated with EdLiNC and Congress to help pass E-Rate as part of the Telecommunications Act of 1996. Jon's first policy job in Washington was with the Office of Senator Dianne Feinstein, where as Legislative Fellow, he helped staff her on judiciary, crime, immigration, and intellectual property issues. In 1991, Jon received his law degree from the Northwestern University School of Law in Chicago, Illinois. He received his BA from Colgate University in Hamilton, New York in 1988, where he graduated magna cum laude and Phi Beta Kappa. Christianna Lewis Barnhart Christianna Lewis Barnhart is Legislative Counsel at BSG. Her experience includes counseling clients in the areas of intellectual property, telecommunications, and Internet-related issues.
Christianna started her lobbying career at Leslie Harris and Associates, where she advised non-profit organizations on telecommunication issues, such as changes to the E-Rate program and Instructional Television Fixed Service (ITFS) broadband spectrum. Additionally, she has worked with and represented clients before numerous federal agencies, including the Federal Trade Commission, Federal Communications Commission, U.S. Copyright Office, and the United States Patent and Trademark Office.
Prior to joining BSG, Christianna worked at two large DC law firms, where her practice was focused on intellectual property, communications, and technology law. There, Christianna represented clients before federal courts and U.S. agencies. She also developed strategies to enforce clients' intellectual property rights against third parties.
Outside of her work at BSG, Christianna holds leadership positions in the Intellectual Property Section of the District of Columbia Bar and the DC Women's Bar Association. She has also published works in Copyright World, The National Law Journal, and The Journal of Intellectual Property Law and Practice.
Christianna received her BA, cum laude, from James Madison University and her JD, cum laude, from American University. She also holds an MBA from American University. Lisa Rosenberg Lisa is Senior Legislative Counsel at BSG. She has extensive experience in the legislative branch, with particular expertise in campaign finance reform issues and lobbying and ethics legislation, having worked for many years on and off Capitol Hill. During her four-year tenure as a Legislative Assistant for Senator John Kerry, Lisa focused on issues falling under the jurisdiction of the US Senate Commerce and Finance Committees, including trade, transportation, technology and consumer protection. She worked on a key amendment to the Year 2000 Information and Readiness Disclosure Act and on the Promote Reliable Online Transactions to Encourage Commerce and Trade (PROTECT) Act of 1999, a significant piece of Internet privacy legislation. Lisa was also the author of a significant amendment to the McCain/Feingold campaign finance reform bill that provided for partial public funding of Congressional Elections. As Counsel for the Senate Governmental Affairs Committee's Special Investigation into campaign finance irregularities, Lisa investigated illegal and improper campaign finance activities during the 1996 federal election and coordinated hearings for Ranking Member John Glenn that looked into campaign finance reform measures. Lisa's work off Capitol Hill includes her work as Congressional Liaison for the Legal Services Corporation (LSC). In that role, she was responsible for all government relations activities of the federally funded nonprofit corporation. Additionally, she specialized in appropriations as well as supervised preparations for LSC's President and Chairman of the Board to testify at House appropriations and oversight hearings. As the Director of the FEC Watch Project at the Center for Responsive Politics, Lisa testified before the Senate Rules Committee on campaign finance reform issues and matters related to the Federal Election Commission. She drafted model legislation to improve campaign finance disclosure and wrote numerous publications on campaign finance reform issues.
